Calgary March Luncheon – A Regulatory-Approved Regional Approach to Noise Management in Alberta’s Industrial Heartland

Presenters: Laurie J. Danielson, B.Sc., M.Sc., Ph.D., P.Chem., Executive Director of Northeast Capital Industrial Association and Chris Bibby, M.A.Sc., P.Eng., Intermediate Engineer at SLR Consulting.

Dr. Danielson joined the NCIA in 2007 following a lengthy career with Sherritt Inc., Viridian Inc. and The Westaim Corporation. Dr. Danielson holds a doctorate in chemistry from the University of Alberta, and has extensive experience in regulatory compliance, government relations, and regional issues management. A longtime resident of Fort Saskatchewan, he is a member of the Association of the Chemical Profession of Alberta, a board member of the Fort Air Partnership, a board member of the North Saskatchewan Watershed Alliance, and is a recipient of the 2005 Alberta Centennial Medal for community involvement.

Mr. Bibby, P.Eng., M.A.Sc., has a Master of Applied Science degree in mechanical engineering from the University of British Columbia (UBC), Acoustics and Noise Research Group. He has been working as an acoustical consultant to industrial clients since completing his work at UBC in 2012. His professional experience has focused on environmental and occupational noise and vibration impact assessments, engineering noise control design. This experience incorporates extensive field measurements, equipment noise emission analysis, modeling of noise propagation, noise control design, and reporting. Mr. Bibby has published eight peer-reviewed scientific papers and presented papers at four national and international conferences. Mr. Bibby has also provided expert testimony at the Provincial Court of Alberta, and appeared as a technical expert at a Rocky View County Public Hearing in relation to land use redesignation and industrial development applications.

Topic: A Regulatory-Approved Regional Approach to Noise Management in Alberta’s Industrial Heartland

The NCIA is an industrial association that represents approximately 25 industrial partners near Fort Saskatchewan, Alberta, with current industrial investment of over $32B. The complex cumulative noise environment, combined with the industrial nature of the area, presents significant challenges for permitting and compliance as local noise regulations are based on cumulative impacts at residential receptors. To address these challenges, the NCIA developed a Regional Noise Management Plan (RNMP) in collaboration with local regulators. The RNMP relies heavily on industry best practices for noise management and control, and does not employ maximum permissible noise levels. Each NCIA member site develops a site noise management plan, including; maintaining a site noise model, following noise control best practices for existing and future equipment, and annual reporting. The NCIA maintains a Regional Noise Model (RNM), conducts annual noise monitoring at several locations in the region, and reports to the regulatory authorities. The RNM is a compilation of all site noise models. Prediction results are used to: identify receptor noise levels; identify the impact of noise control projects, proposed facilities, and new facilities; and generate publicly available Google Earth noise contour files. The annual noise monitoring program validates and identifies inconsistencies in the RNM.

If you register and are not able to attend, please provide 24 hours notice so that we can adjust our numbers with the venue.

We are once again offering our remote webcast option for those who wish to attend the presentation but cannot get to Calgary. This service is offered at $15 per person or $75 for a group. Please let us know if you are interested by the Monday before the presentation so we can plan accordingly.

The presentation will start at 12pm at the Ramada Hotel (708 8th Avenue Southwest, Calgary). Food will be served at 11.30am.
