The categorization of the level of toxicity associated with ethylene oxide has been the subject of recent review from both the EPA and individual state governments due to its latest reclassification to a known human carcinogen. In this presentation\, we will be discussing the potential and recent rulings regarding this chemical in the US and Canada\, its associated health effects\, issues caused by this pollutant\, as well as the future of permitting ethylene oxide in Texas and Canada. \nPresenter:\nRawan El-Afifi is an environmental engineer working in the air quality group in Houston\, Texas. Rawan holds a MSc degree in Environmental Engineering from Georgia Tech\, and a BSc in Civil Engineering from the University of Texas at Austin. DESCRIPTION:Topic: Low Cost PM Sensor Program\nSpeaker:  Corrine Schiller\nOctober 21st\, 2020 @ 12:00 pm – 1:00 pm\nThe link to the talk is HERE\nClick the above link at noon on October 21st and we will be there!\nPlease forward this email to anyone that might be interested. \nTopic:\nWith the increase in the smoke from forest fires impacting communities\, citizen science and low-cost PM sensors are becoming more important.  Low-cost PM sensors have the accuracy to measure to ~+/- 1 AQHI unit which is what is required for information for individuals with respiratory issues such as asthma.  The information from these sensors can be used to inform people when physical activity should be restricted or not.  With more information available\, people can make more informed decisions.   I will discuss the pilot project that we have launched to utilize low cost sensors to inform people about air quality during these events.  This will include the calibration corrections\, intercomparisons\, strengths and weaknesses of the current technology.  In addition I will discuss who we are currently working with and where we see this project going in the future. \nPresenter:\nCorinne received her PhD in Atmospheric Chemistry in 1994 and has worked in the area of Air Quality for 30+ years.  Corinne is a Senior Air Quality Scientist at Environment and Climate Change Canada.  She has worked in this position for the past 11 years. These initiatives  include   the following areas: 1) low wind speed conditions\, 2) building downwash\, 3) dispersion from  overwater sources\, 4) NO2 modeling issues\, 5) source characterization / plume rise issues\, and 6) treatment of the plume behavior in convective conditions. \nThis presentation will address comments received and ongoing further progress in these areas in mid-2020. \nPresenters: \nBob Paine is an associate Vice President in the air quality services group within AECOM’s environment group. He  is responsible for the strategic business and research direction in the areas of air quality at AECOM and leads  AECOM’s Air Quality Modeling Center of Excellence. The answer is digital! \nSince January 2015 the Alberta Energy Regulator (AER) has allowed the use of electronic Alberta Oilfield Waste Form to meet the requirement of full cycle tracking of hazardous waste. Most energy companies still use paper-based forms and antiquated databases or manual systems to track their hazardous waste\, despite the inherent risks associated with data integrity and data loss\, duplication of effort between field personnel and Environmental Co-ordinators and poor visibility of the information. Please register by this Friday\, November 22. \nPresenter:  \nBrad Gilmour\, Partner & Head of Regulatory Department\, Bennett Jones \nBrad Gilmour is head of the regulatory department at Bennett Jones and co-head of the environmental department. His practice focuses primarily on environmental\, energy\, regulatory and aboriginal law. He has significant experience in facility approval applications associated with a broad range of energy\, natural resource\, chemical\, petrochemical\, hydro\, oil sands\, bio-fuel\, wind and other industry types. Brad appears before the Alberta Environmental Appeals Board\, the Alberta Energy Regulator\, the Alberta Utilities Commission\, the Natural Resources Conservation Board and the National Energy Board. Brad also regularly advises clients concerning regulatory compliance issues\, spills\, contaminated sites and environmental prosecutions. Before entering the practice of law\, he worked in Calgary as an environmental consultant conducting environmental liability assessments and site remediation programs. Brad writes and speaks on topics concerning environmental and regulatory law. As well\, he has taught courses on environmental law and occupational health and safety law for the University of Calgary\, Athabasca University\, and the Southern Alberta Institute of Technology. Forestry after receiving a 1 year scholarship at University of Chicago. He immigrated to Canada in 1989 and enrolled in an M.Sc. program at the University of Toronto. He received a Canadian M.Sc. (Forestry) in 1991. He then held several positions with the BC Ministry of Forests. Lured by Oil and Gas prosperity Kris joined Husky Energy in 2007 in the Emergency Response and Upstream Environment Groups. In 2011 Kris was nominated as Chair of the European Environmental Agency – UNESCO Heritage Sites program. At that point he shared his time between Calgary and Brussels. This project led Kris to his Doctorate degree in Ecology and Public Policy in 2014. \nKris has over 30 years experience and has been involved in Geographic Information Systems (GIS). The latest ESRI development of ArcGIS Online allowed Kris to build a Geospatial Comprehensive Emergency Response Information System. \nAbstract: \nArcGIS Online is a cloud-based mapping platform that is accessible from many different locations. Organizations can subscribe to the platform and use it to manage\, create\, store\, and access hosted services\, maps and applications. Green Space Services ArcGIS Online Comprehensive Emergency Management System reduces the cost and time it takes to deploy resources in case of an emergency. This work combines Maxwell’s experience in air quality research (e.g. M.Sc. University of Toronto\, Publications with Environment Canada) and interaction with stakeholders to implement and achieve effective air quality management in Alberta. \nAbstract: \nAlberta Environment and Parks used the CMAQ photochemical model to evaluate the contribution of various source sectors to ambient air quality across the Province of Alberta. The contribution of source sectors was evaluated using an improved emissions inventory\, complete calendar year of meteorology and across the whole province at the same time. Odame-Ankrah\, Senior Product Development Specialist\, Global Analyzer Systems Ltd. \nDr. Charles Odame-Ankrah is an analytical chemist with a specialization in air monitoring instrument development using cutting edge technology and has experience in ambient air pollution issues relating to nitrogen oxides and ozone. He has invented a new device for NO2 conversion that is currently being evaluated by a host of Government and research institutions around the world for true NO2 measurement\, and has successfully developed a Cavity Ring Down Spectrometer (CRDS) for real time monitoring of nitrogen oxides during his PhD. He is currently a Senior Product Development Specialist at Global Analyzer Systems with expertise in the ambient Air Quality.  He has more than 5 years of experience working in the research area of air emission monitoring. Due to Charles’s expertise\, he has worked closely with Provincial and Federal regulatory bodies such the Alberta Government\, Metro Vancouver and Environment Canada during fields campaigns in the Lower Frazer Valley and The Alberta Oil Sands respectively. He holds a First Class Honors Bachelor’s degree in Chemistry from the University of Cape Coast\, a Master’s degree from East Tennessee State University\, USA\, and has recently earned his PhD from the University of Calgary. \nTopic: A True NO2 Solution – A Verified NO2 to NO Converter for Existing NOx Instruments \nMonitoring of criteria pollutants is crucial for meeting the air quality standards set by regulatory bodies around the world. The most common way of monitoring NOx (NO\, nitric oxide + NO2\, nitrogen dioxide)\, is using commercial analyzers employing the NO-ozone chemiluminescence technique which detects only NO. To detect the total NOx\, the analyzer must go through two steps in its detection phase. In Step 1\, the analyzer detects only the NO in the sampled air mass. In Step 2\, the analyzer routes the sampled air mass first through a heated metal converter to breakdown NO2 to NO\, and together with the NO detected in Step 1\, is detected as the total NOx in the sampled air mass. The difference in concentration between Step 2 and Step 1 is the indirectly determined level of NO2 in the sampled air mass. Studies have been performed around the world to compare analyzers which use heated metal converters and analyzers that either (a) directly measure NO2\, or (b) use alternative NO2-NO conversion techniques. These studies have confirmed consistent overestimation of NO2 by the former instruments that use heated metal converters in situations where other nitrogen oxides are present. A new converter\, using photolysis to selectively breakdown NO2 to NO in the sampled air\, can allow the analyzer to detect only the NO resulting from the breakdown of the NO2\, ensuring the total NOx and NO2 concentrations are accurately presented. The converter has been successfully demonstrated through laboratory and field work\, and the results show greater than 96% NO2 conversion efficiency. Three commercially available analyzers have been tested with this converter at the prevailing reaction/detection cell/chamber pressures of these analyzers. The converter operates under the same flow conditions of these analyzers\, and has proven to not interfere with the manufacturer’s specifications and operating conditions of these analyzers. Results and comparison data from field studies and laboratory tests are presented to show how this novel converter can potentially revolutionize indirect NO2 detection by the chemiluminescence method. \nRegistration and payment:\nPlease register by end of Friday\, November 17th for the event\, so that we can order the correct number of lunches. Although many studies have investigated the composition and toxicity of road dust\, virtually nothing is currently known regarding its role as a substrate for chemical and photochemical processes. In this talk\, I will outline our group’s approach to studying photochemistry at the surface of Edmonton road dust and winter street sweepings\, and highlight some of our recent discoveries. \nPresenter: Sarah A. Styler obtained her BSc\, MSc\, and PhD from the University of Toronto and conducted postdoctoral research at the Leibniz Institute for Tropospheric Research. The province’s new\, comprehensive carbon emissions strategy is far-reaching\, tolling the death knell for coal-fired generation\, imposing multi-layered new costs and restrictions on oil sands production\, and paving the way for a restructured power market which incentivizes renewable power production for the first time in the province’s history. Against this backdrop\, on December 9\, 2016\, the federal government  announced the Pan-Canadian Framework on Clean Growth and Climate Change. Although light on tangible policy measures\, the federal plan unmistakably signals that escalating carbon pricing across the economy is a reality which is here to stay. \nThe focus of this presentation will be to evaluate the climate change legislation in force in Alberta and its impacts on energy producers and consumers\, from oil and gas producers who must comply with multi-layered restrictions in the new carbon regime\, to renewable energy producers and other participants and purchasers in the power market who can benefit from new policy measures\, new financial incentives and new electricity market structures. The presenters will examine the practical impacts of the emerging carbon regime for energy producers and consumers. DESCRIPTION:CPANS is pleased to announce the September Edmonton Luncheon Topic: Source Apportionment of Secondary Fine Particulate Matter in Central Alberta Using CMAQ \nIn 2016\, Alberta Environment and Parks awarded the Parkland Airshed Management Zone with a grant to perform source apportionment modelling of secondary fine particulate matter in central Alberta; contractor Ramboll Environ was retained. Building on their previous secondary fine particulate matter modelling in the Alberta Capital Region\, Ramboll Environ expanded the scope of the modelling to encompass central Alberta. Six source apportionment scenarios were identified based on common emission sources in central Alberta: on-road mobile sources\, upstream oil and gas\, coal-fired electrical generating units\, other electrical generating units\, other stationary point sources\, and all anthropogenic sources. Results of the source apportionment scenarios will be presented along with information regarding model performance and recommendations for future work. \nPresenter: Maxwell Mazur joined Alberta Environment and Parks in 2014. He is the is the Senior Air Quality Specialist for the Red Deer North Saskatchewan region. In his time with the department he has contributed to the understanding and management of fine particulate matter in the region through the Capital Region and Red Deer fine particulate matter responses. Given this public trust in Airsheds\, it’s not surprising that Airsheds play an important role in supporting the Government’s Climate Leadership Plan. While our work focusses on monitoring pollutants related to ground level ecosystem health\, we know that ecosystem health is influenced by systems outside of the direct area and the impacts of climate change are being felt. Airsheds also do much more than monitor\, including being counted upon to provide vital information on air quality to the public\, schools\, municipalities and non governmental organizations. DESCRIPTION:The next CPANS Calgary Technical Luncheon presentation is Wednesday\, February 15th. Please register by end of Friday\, February 10th! \nPresenter: Kurt J. Hansen. M.Sc.\, P. Eng.\, President of Green Inc. \nKurt graduated as a Civil and Environmental Engineer in 1974 at the Technical University of Denmark. He has 43 years of Canadian and international environmental service experience and is the author of many articles and presentations. He has been a volunteer for several community and technical organizations. Kurt’s exposure to weather station data processing and analysis started in 1976\, with raw chart data processing for a station in Faro\, Yukon. There were no digitized data and spreadsheet software easily available in 1976. Since then\, he has worked with many atmospheric scientists and learned from them. Now semi-retired\, he does his own climate change research\, which is not funded or directed by any special interest organization \nTopic: Why have our Canadian Rocky Mountain Glaciers and Arctic Ice Receded? \nLong-term weather changes will be presented for the Rocky Mountains and western Canadian arctic. They are based on 14 Canadian stations with long-term records going back to the 1890s and early 1900s.Trend analyses are specific to seasonal precipitation and average temperature variables (using historic daily data publically available from Environment Canada web site\, as well as monthly homogenized temperature and adjusted precipitation data). Indicators of climate change trends are developed for the warm and cold weather seasons respectively (approximately April through September and October through March for the Rocky Mountain stations). Major finding is that cold period snowfall has been declining slightly in the Rocky Mountains\, but not enough to explain the receding of glaciers\, which is due to increasing warm period temperatures. Preliminary findings of significant seasonal temperature trends in the prairie provinces (105 stations east of the Rocky Mountains\, NE BC\, and southern NWT & NU) will also be presented. \nRegistration and payment:\nPlease register by end of Friday\, February 10th for the event\, so that we can order the correct number of lunches. The estimated time requirements and engine process data details will also be discussed. \nPresenter: Kirk Easto\, RWDI Field Services Lead \nKirk Easto has been with RWDI since 1999 and is the team leader for RWDI’s field group\, responsible for the technical development and strategic growth and direction of the group. His duties at RWDI include: the design of air quality and source testing studies\, installing\, commissioning and calibrating air quality\, meteorological and data acquisition equipment\, and coordinating services for implementation of field studies. He has managed projects involving ventilation and control systems\, source testing/CEM instrumentation\, ambient air quality\, boiler optimization\, odour testing and evaluation.  Kirk has a strong knowledge in a wide range of industries and associated air handling and pollution control equipment\, and has performed source testing all over Canada\, throughout the USA\, South America\, and the Middle East. SUMMARY:Edmonton December Luncheon: Primary Heavy Oil and Oil Sands – Still Venting After All These Years
DESCRIPTION:CPANS is pleased to announce the December Edmonton Luncheon Topic – Heavy Oil and Oil Sands\, Still Venting After All These Years. \nIn 2000\, the Alberta Government\, due to rising prices for natural gas\, began to require measurement and capture of methane being vented from heavy oil and primary (cold produced) oil sands wells. Saskatchewan tended to follow Alberta’s lead\, although results are harder to track.  While this had some initial impact on total vented volumes in the province (mainly due to better economics with high gas prices)\, and there has been some reduction in venting intensity per barrel\, there are still systemic issues which result in over 4-5 MtCO2eq/yr of GHG emissions from venting produced solution gas from these types of wells in Alberta.  The GHG emissions are considered a global issue and unnecessary venting reduces the industry’s credibility as environmental stewards\, however\, a greater potential loss is the loss of a valuable local energy source which could be used to increase heavy oil recovery in those same regions. \nThis presentation will discuss how primary heavy oil/oil sands has changed over the last 15 years and how those changes should have greatly reduced methane venting from production operations. Examples will be covered of some areas where operations in some township are emitting over 5 million m3/yr of natural gas vs. other areas with low vent emissions\, and highlight the differences in the properties of those resources\, the differences in well configurations and the attitudes of the producers which motivate conservation. \nPresenter: Bruce Peachey\, FEIC\, FCIC\, P.Eng.\, President of New Paradigm Engineering Ltd\, in Edmonton \nBruce has over 35 years experience in the upstream oil and gas industry. BSc in Chemical Engineering from the University of Saskatchewan. He spent 16 years with Imperial Oil including testing and commercial implementation of vent gas compression for Cold Lake 1981-85. Bruce formed New Paradigm in 1991 to address chronic problems in the oil and gas industry. He is a founding member of Petroleum Technology Alliance Canada (PTAC) and instructor at U of A “Oil and Gas Property Evaluation” to 4th year Petroleum Engineering and “Environmental Stewardship – Energy\, Carbon and Water” for the Faculty of Extension. Eng.\, Senior Environmental Project Manager \nHowaida Hassan is a Senior Engineer with the City of Edmonton working with the City Environmental Strategies team with the Sustainable Development. Howaida was born and raised in Toronto and has lived in Edmonton for 14 years. She earned her bachelors degree in Civil Engineering in 1999 from the University of Waterloo\, and soon after moved to Edmonton where she joined the City of Edmonton’s Transportation Planning branch. DESCRIPTION:The next CPANS Calgary Technical Luncheon presentation is Wednesday\, November 16th. Please register by end of Friday\, November 11th! \nPresenter: James Holoboff\, Process Ecology \nJames is a Partner and Senior Engineer at Process Ecology; he has worked with companies to report and reduce benzene emissions since the corresponding regulations were first introduced in Canada in 2008. \nCompanies in Western Canada are required to report benzene emissions from dehydration and refrigeration facilities\, and ensure that these emissions are below specified limits. In the last few years\, the regulations have been changing and more big changes are around the corner. Also\, new technologies are being developed to mitigate benzene emissions in these facilities. The focus of this presentation is to: \n\nLearn how upcoming changes may impact operators\nLearn what methods and proven technologies are available to reduce benzene emissions\, and which are best for also mitigating GHG emissions.\n\nRegistration and payment:\nPlease register by end of Friday\, November 11th for the event\, so that we can order the correct number of lunches. Please register by end of Friday\, October 7th! \nPresenter: Kyle MacDonald\, Boreal Laser \nKyle MacDonald has worked at Boreal Laser for 2 years and holds the position of VP\, Environmental Monitoring. Kyle has both a formal business and technical background. Prior to joining Boreal\, Kyle was a Project Manager and an automation & control specialist at Shell Research. \nThe focus of this presentation will be on the merits of indefinitely collecting and storing path average concentration and meteorological data. Real-world case studies will be provided to shed light on how this technology has been used in different environmental applications to suit the needs of their applicable stakeholders. DESCRIPTION:The next CPANS Calgary Technical Luncheon presentation is Wednesday\, September 14th. Please register by end of Friday\, September 9th! \nPresenter: Dr. Brian Zelt\, P.Eng\, President at Zelt PSI\nDr. Brian Zelt is a mechanical engineer and an independent consultant with over 25 years of experience in air dispersion modelling. Brian works in the fields of air dispersion modelling\, public safety risk assessment and application programming. He is a co-author in the development of AERflare-incin\, ABflare and AERH2S spreadsheet based dispersion models\, as well as Shelter/Exposures for H2S well blow-out dispersion and toxic load air quality dispersion models. \nThe ABflare source and air dispersion modelling assistance tool (Improved Flare Source Parameters for CALPUFF and AERMOD Dispersion Models\, AUPRF Project 912951) was created in 2010. The AERflare-incin tool has evolved based upon the initial efforts of PSAQM (Public Safety and Air Quality Management Inc\, M.Zelensky). The tools are necessary to comply with Non-Routine Dispersion Modelling guidance and recommended practices for the AER (Alberta Energy Regulator). The methods in AERflare-incin have also been adopted for flare modelling by AEP (Alberta Environment and Parks). These tools function in conjunction with MS Excel (which updates annually)\, U.S.A. EPA AERMOD program (which updates adhoc)\, CALPUFF distributed by SRC (which updates adhoc) and scientific advances. As such\, the tools require regular updates to reflect these factors as well as functionality bugs.\nThe presentation by Brian Zelt (Zelt PSI) will introduce the latest features of the ABflare and AERflare-incin tools\, the proposed distribution and update methods\, as well as provide an opportunity for feedback. SUMMARY:Edmonton September Luncheon: The Challenge of Climate Change
DESCRIPTION:CPANS is pleased to announce the start of the Edmonton luncheon series for the 2016-2017 season. This year we will have eight speakers and the theme of this season’s Edmonton Luncheon series is “Climate Change Impacts and Threats”. \nSeptember Luncheon Topic – The Challenge of Climate Change for Built Environments: Identifying Climate Change Risks and the Need for Resilience Planning \nFriday\, September 09\, 2016\nClimate change means Alberta will experience shifts in both the climate ranges and extreme events that define the operating environment for the design\, operations and maintenance activities for critical public infrastructure and the built environment. Designs for our infrastructure investments will need to operate safely and reliably under these emerging shifts\, and will need to cope with increasingly frequent and higher intensity extreme events resulting from climate change. That can only happen if infrastructure is designed with an understanding of climate-induced impacts and taking proactive measures to reduce impacts from emerging climate risks. \nJoin us for a discussion on the challenge of climate change for engineers and asset managers. We’ll cover how climate-induced risks translate from the natural operating environment to infrastructure impacts\, the multiple motivators for design professionals to manage these climate risks\, and an overview of Best Practices to assess and manage climate induced risks to the built environment. \nPresenter: Roger Rempel\, P. Eng. FEC\, IRP\, Senior Environmental Engineer\, WSP Canada\nRoger is an environmental engineer with over 20 years of experience in environmental assessment\, climate change vulnerability assessment\, quantitative risk assessment\, environmental systems modeling and public consultation.\nRoger has conducted climate change impact assessments and served as technical advisor to a number of multi-disciplinary study teams assessing public infrastructure and related components for vulnerability to climate change impacts and extreme events. He conducted climate change impact workshops for Canadian impact assessors to define climate data requirements for modelling practitioners within Canada’s Prairie Regional Adaptation Collaborative (PRAC)\, and has conducted scoping assessments and pilot applications of new climate change impact assessment tools for municipal planning\, water demand forecasting and extreme runoff management. \nRoger is an instructor for Engineers Canada’s PIEVC Protocol\, conducting workshops to engineers and climate agencies on how to apply the PIEVC Protocol\, and has taught these workshops throughout Canada\, and internationally in the United States\, Brazil\, Costa Rica\, St. Lucia and Honduras. Roger’s work in engineering assessment of critical infrastructure for impacts related to climate change has been conducted in Canada\, the U.S.A.\, the Caribbean and Central America. \nIn June of 2016\, Roger became one of the first six Professional Engineers in Canada to achieve Engineers Canada’s new Infrastructure Resiliency Professional certification. \nAbout the Luncheon\nThe luncheon is scheduled for Friday\, September 09 2016.
