DESCRIPTION:Title: Environmental Due-Diligence  by  Susan McRory\, Chair Land and Property Rights  Tribunal \nSpeaker: \nSusan has been a lawyer for over 40 years\, 33 as a prosecutor.  For the first 13 years of her career she dealt with serious and violent crime;  as a circuit prosecutor in Peace River\, then Chief Crown in the Vegreville judicial district and then moving to Edmonton where she became known as an expert in child sexual assault prosecutions. From 1993 to 2013 she was the Environmental Coordinator for Environmental Prosecutions for the Province of Alberta\, a fancy title for being responsible for all environmental prosecutions in Alberta\, not as a policy person\, but standing there in the courtroom. DESCRIPTION:Title: Specified Enactment Direction 004 (SED 004): Pipeline Conservation and Reclamation Approvals under EPEA \n  \nAbout the presentation: Specified Enactment Directions (SEDs) set out conservation and reclamation requirements under the Environmental Protection and Enhancement Act (EPEA) that companies must follow. \nSpecified Enactment Direction 004 (SED 004) sets out the application and technical requirements for pipelines requiring approval under EPEA\, in accordance with Schedule 1\, Division 3 of the Activities Designation Regulation. It also details the postconstruction reclamation assessment report requirements for EPEA-approved pipelines regulated by the Alberta Energy Regulator (AER). \nReleased in July 2025\, SED 004 replaced two outdated Government of Alberta guidance documents. A draft version was issued on June 10\, 2024\, with public feedback accepted until July 10\, 2024\, supporting transparent engagement in the development of the final direction. \nThis presentation will cover: \n\nOverview of the EPEA Approval Process for Regulated Pipelines\n\nA high-level walkthrough of approval requirements\, regulatory triggers\, and proponent responsibilities under EPEA. \n\nOverview of SED 004 and Its Objectives\n\nThe intent of SED 004\, alignment with regulatory expectations\, and how it modernizes and clarifies conservation and reclamation requirements for pipelines. \n\nKey Technical Requirements\, including:\n\no            Soil Conservation – Survey requirements\, salvage\, handling\, storage\, and replacement requirements to support equivalent land capability. \no            Environmental Protection Plan (EPP) – Expectations for mitigation planning\, implementation\, and documentation during construction and reclamation. \no            Final Reclamation and Postconstruction Reclamation Assessment (PRA) – Criteria\, methodologies\, and reporting requirements to demonstrate successful reclamation outcomes. \n  \nSED 004 provides greater clarity\, consistency\, and transparency for industry while supporting effective oversight and responsible closure outcomes for Albertans. \nSpeaker: Nadia Cruickshank\, P. Ag.\, is a Senior Reclamation Specialist with the Alberta Energy Regulator\, where she has worked since 2015. DESCRIPTION:We are pleased to invite you to our next CPANS Edmonton luncheon\, which will feature two exciting topics. \nAbout the presentations: \nTopic 1: Smoke formation dynamics observed from near-field wildland fire sensor deployment in prescribed burning \nThis talk will present results from sensor deployment near fire-front in a prescribed wildfire in Alberta. The research was conducted through collaboration of Alberta Forestry\, Environment and Protected Areas\, Canadian Forest Services\, and University of Alberta. A network of five low-footprint portable sensors were deployed at downwind locations within 500-1000 meters from active fire. Sharp increase of fire-generated pollutants including particulate matters (PM) were observed within few minutes of fire ignition. Rise of PM2.5 concentration from ambient level to an order of 1000 µg/cm3 along the direction of plume propagation were recorded. Strong spatial variability of plume pattern was observed with two of the five sensors located in the close vicinity not observing apparent changes in air parameters. Sequence of smoke formation through flaming and smoldering phases of fire were identified through the characteristics of plume and propagation. Prospects of low-footprint sensors in wildfire monitoring will be discussed. \nTopic 2: Automation of haul truck fleet in Alberta mining and the environmental benefits \nThere are interests in global mining industries towards automating the operations of extraction\, processing\, and transport. An anticipated cost reduction of $1 per barrel is expected from automation in Alberta oilsands mining. This seminar will present recent research initiatives taken by the Centre for Sensors and System Integration at Northern Alberta Institute of Technology in automating the inspection process of an autonomous mining haul truck fleet. Technology overview on sensor\, camera\, and robotic integration towards an automated system for inspection and data-driven decision making through ML and AI based predictive analytics will be provided. Outcome of automation in reducing emission of pollutants and greenhouse gases will be discussed. Alignment of technology innovation\, automation\, and digitization with economic and environmental benefits will be highlighted. \nAbout the Presenters: \nQuamrul Huda\, Ph.D.\, P.Eng. \nQuamrul Huda is presently working as the JR Shaw Research Chair in Industrial Automation at the Centre for Sensors and System Integration in Northern Alberta Institute of Technology. He received his Ph.D. in Electrical Engineering under the Commonwealth Scholarship award in U.K. and had his post-doctoral research under the Japan Society for the Promotion of Science (JSPS) Fellowship award. Quamrul has research accomplishments in electronic materials\, nano devices\, semiconductor processing\, microelectromechanical systems\, optoelectronics\, and laser spectroscopy. He was a recipient of the Government of Alberta’s Innovation Fund Award for leading the development of IoT-based low-footprint air monitoring systems. SUMMARY:Characterization of GHG Fugitive Emissions from an Oil Sands Tailings Pond in Northern Alberta: Results from an Initial Assessment
DESCRIPTION:We are pleased to invite you to our next CPANS Edmonton luncheon on an Albertan mine GHG emission characterization study. The study used flux chambers to quantify emission rates and provided insight to temporal variation. \nPresenter: Lucas Zhang \nAbout the presentation: \nThe oil sands tailings ponds are a significant source of GHG emissions in Alberta. Typical GHG emission measurements over oil sands tailings pond use flux chambers and take a single measurement of 30 to 90 minutes that may not account for temporal variability of emissions. An autonomous mobile platform was deployed at a tailings pond near an active mine site in Northern Alberta for a 5-day GHG emission characterization study in the fall of 2016. GHG emissions were sampled and measured with a flux chamber and a CO2/CH4 analyzer on board. The combination of two solar panels and two heavy-duty lead-acid batteries provided enough power for up to 13 hours of operation. The autonomous mobile platform collected 111 CO2 emission data points over 5 days at three different locations of the tailings pond during this study. The individual CO2 flux rates ranged from 0.22 – 1.15 µmol/(m2-sec) with daily average CO2 flux rates ranged from 0.45 to 0.72 µmol/(m2-sec). The daytime and nighttime flux rates measured at all three locations showed no significant differences. The CH4 emissions followed a different pattern compared to that of CO2 as peaks of CH4 concentration above background were recorded under both open- and closed- statuses of the flux chamber. The CH4 signals collected under the chamber-closed status were not representative of the true CH4 emissions. This was likely due to the spatial irregularity of the CH4 emission at the three sampling sites and the small cross-section area of the flux chamber on board the platform. The study provided insight into the temporal variation of GHG emissions from the tailings pond and demonstrated the potential of the autonomous mobile platform for measuring emissions on tailings ponds. \nAbout the Presenters: \nLucas Zhang\nLucas Zhang is the Director of the Conventional Oil and Gas Aggregate Program under the Technology Innovation and Emissions Reduction (TIER) Regulation. In addition to fine PM\, predominantly emitted by stationary combustion sources and mine fleet\, coarse PM (i.e.\, fugitive dust) and its associated nuisance and potential health impacts are a concern for Indigenous communities. DESCRIPTION:CPANS is pleased to announce the January Edmonton Luncheon Topic: Carbon Competitiveness Incentive Regulation \nIntroducing Alberta’s New Industrial Carbon Pricing System.  On January 1st\, Alberta transitioned from the Specified Gas Emitters’ Regulation to a new system to price carbon emissions from larger industrial facilities\, as per committed in the Climate Leadership Plan. \nPresenter: Heather Carmichael is the Director of the Emissions Policy Unit in the Alberta Climate Change Office.  She has worked with the Government of Alberta for almost 10 years on a range of issues including oil sands environmental management\, energy efficiency\, public transparency and climate change.  Heather has been working on climate change mitigation policy since 2013. Although many studies have investigated the composition and toxicity of road dust\, virtually nothing is currently known regarding its role as a substrate for chemical and photochemical processes. In this talk\, I will outline our group’s approach to studying photochemistry at the surface of Edmonton road dust and winter street sweepings\, and highlight some of our recent discoveries. \nPresenter: Sarah A. Styler obtained her BSc\, MSc\, and PhD from the University of Toronto and conducted postdoctoral research at the Leibniz Institute for Tropospheric Research. SUMMARY:Source Apportionment of Secondary Fine Particulate Matter in Central Alberta Using CMAQ
DESCRIPTION:CPANS is pleased to announce the September Edmonton Luncheon Topic: Source Apportionment of Secondary Fine Particulate Matter in Central Alberta Using CMAQ \nIn 2016\, Alberta Environment and Parks awarded the Parkland Airshed Management Zone with a grant to perform source apportionment modelling of secondary fine particulate matter in central Alberta; contractor Ramboll Environ was retained. Building on their previous secondary fine particulate matter modelling in the Alberta Capital Region\, Ramboll Environ expanded the scope of the modelling to encompass central Alberta. Six source apportionment scenarios were identified based on common emission sources in central Alberta: on-road mobile sources\, upstream oil and gas\, coal-fired electrical generating units\, other electrical generating units\, other stationary point sources\, and all anthropogenic sources. Results of the source apportionment scenarios will be presented along with information regarding model performance and recommendations for future work. \nPresenter: Maxwell Mazur joined Alberta Environment and Parks in 2014. He is the is the Senior Air Quality Specialist for the Red Deer North Saskatchewan region. In his time with the department he has contributed to the understanding and management of fine particulate matter in the region through the Capital Region and Red Deer fine particulate matter responses. This work combines Maxwell’s experience in air quality research (e.g. M.Sc. Her work includes leading implementation of the Capital Region Air Quality Management Framework and regional fine particulate matter responses in the Capital Region and Red Deer areas which requires collaboration with stakeholders to develop informed management actions\, advance investigation\, and engage in public outreach. \nFiona Slessor: Fiona Slessor is an environmental engineer currently working with the Planning Branch at Alberta Environment and Parks as the Air Planning Specialist. Her work includes coordinating environmental input into regional plan development and leading the development of regional air quality management frameworks. \nMaxwell Mazur: Maxwell Mazur joined Alberta Environment and Parks in 2014. He is the is the Senior Air Quality Specialist for the Red Deer North Saskatchewan region. In his time with the department he has contributed to the understanding and management of fine particulate matter in the region through the Capital Region and Red Deer fine particulate matter responses. This work combines Maxwell’s experience in air quality research (e.g. M.Sc. DESCRIPTION:CPANS is pleased to announce the March Edmonton Luncheon Topic: The Role of Airsheds in Support of Alberta’s Climate Leadership Plan. \nAlberta’s Airsheds have played an integral role of monitoring regional ambient air for the past twenty years.  By having all stakeholders work through consensus\, Airsheds are uniquely capable of providing impartial data and information. Given this public trust in Airsheds\, it’s not surprising that Airsheds play an important role in supporting the Government’s Climate Leadership Plan. While our work focusses on monitoring pollutants related to ground level ecosystem health\, we know that ecosystem health is influenced by systems outside of the direct area and the impacts of climate change are being felt. Airsheds also do much more than monitor\, including being counted upon to provide vital information on air quality to the public\, schools\, municipalities and non governmental organizations. SUMMARY:Edmonton December Luncheon: Primary Heavy Oil and Oil Sands – Still Venting After All These Years
DESCRIPTION:CPANS is pleased to announce the December Edmonton Luncheon Topic – Heavy Oil and Oil Sands\, Still Venting After All These Years. \nIn 2000\, the Alberta Government\, due to rising prices for natural gas\, began to require measurement and capture of methane being vented from heavy oil and primary (cold produced) oil sands wells. Saskatchewan tended to follow Alberta’s lead\, although results are harder to track.  While this had some initial impact on total vented volumes in the province (mainly due to better economics with high gas prices)\, and there has been some reduction in venting intensity per barrel\, there are still systemic issues which result in over 4-5 MtCO2eq/yr of GHG emissions from venting produced solution gas from these types of wells in Alberta.  The GHG emissions are considered a global issue and unnecessary venting reduces the industry’s credibility as environmental stewards\, however\, a greater potential loss is the loss of a valuable local energy source which could be used to increase heavy oil recovery in those same regions. \nThis presentation will discuss how primary heavy oil/oil sands has changed over the last 15 years and how those changes should have greatly reduced methane venting from production operations. Examples will be covered of some areas where operations in some township are emitting over 5 million m3/yr of natural gas vs. other areas with low vent emissions\, and highlight the differences in the properties of those resources\, the differences in well configurations and the attitudes of the producers which motivate conservation. \nPresenter: Bruce Peachey\, FEIC\, FCIC\, P.Eng.\, President of New Paradigm Engineering Ltd\, in Edmonton \nBruce has over 35 years experience in the upstream oil and gas industry. BSc in Chemical Engineering from the University of Saskatchewan. He spent 16 years with Imperial Oil including testing and commercial implementation of vent gas compression for Cold Lake 1981-85. Bruce formed New Paradigm in 1991 to address chronic problems in the oil and gas industry. He is a founding member of Petroleum Technology Alliance Canada (PTAC) and instructor at U of A “Oil and Gas Property Evaluation” to 4th year Petroleum Engineering and “Environmental Stewardship – Energy\, Carbon and Water” for the Faculty of Extension. This strategy responds with actions that will reduce Edmonton’s GHG emissions\, reduce energy use per person\, improve energy efficiency in all sectors\, diversify our energy mix and make our energy systems more resilient. \nThis presentation will provide an overview of Edmonton’s Community Energy Transition Strategy and the projects that the newly formed Energy Transition Unit are undertaking including: Residential EnerGuide Labelling\, Building Energy Disclosure\, Electric Vehicle Strategy and Energy Efficiency Policies in City Operations. \nPresenter: Howaida Hassan\, P. Eng.\, Senior Environmental Project Manager \nHowaida Hassan is a Senior Engineer with the City of Edmonton working with the City Environmental Strategies team with the Sustainable Development. Howaida was born and raised in Toronto and has lived in Edmonton for 14 years. She earned her bachelors degree in Civil Engineering in 1999 from the University of Waterloo\, and soon after moved to Edmonton where she joined the City of Edmonton’s Transportation Planning branch. Howaida has 10 years of experience working in Transportation Planning including transportation modeling\, household travel surveys\, policy and strategy development. SUMMARY:Edmonton September Luncheon: The Challenge of Climate Change
DESCRIPTION:CPANS is pleased to announce the start of the Edmonton luncheon series for the 2016-2017 season. This year we will have eight speakers and the theme of this season’s Edmonton Luncheon series is “Climate Change Impacts and Threats”. \nSeptember Luncheon Topic – The Challenge of Climate Change for Built Environments: Identifying Climate Change Risks and the Need for Resilience Planning \nFriday\, September 09\, 2016\nClimate change means Alberta will experience shifts in both the climate ranges and extreme events that define the operating environment for the design\, operations and maintenance activities for critical public infrastructure and the built environment. Designs for our infrastructure investments will need to operate safely and reliably under these emerging shifts\, and will need to cope with increasingly frequent and higher intensity extreme events resulting from climate change. That can only happen if infrastructure is designed with an understanding of climate-induced impacts and taking proactive measures to reduce impacts from emerging climate risks. \nJoin us for a discussion on the challenge of climate change for engineers and asset managers. We’ll cover how climate-induced risks translate from the natural operating environment to infrastructure impacts\, the multiple motivators for design professionals to manage these climate risks\, and an overview of Best Practices to assess and manage climate induced risks to the built environment. \nPresenter: Roger Rempel\, P. Eng. FEC\, IRP\, Senior Environmental Engineer\, WSP Canada\nRoger is an environmental engineer with over 20 years of experience in environmental assessment\, climate change vulnerability assessment\, quantitative risk assessment\, environmental systems modeling and public consultation.\nRoger has conducted climate change impact assessments and served as technical advisor to a number of multi-disciplinary study teams assessing public infrastructure and related components for vulnerability to climate change impacts and extreme events. He conducted climate change impact workshops for Canadian impact assessors to define climate data requirements for modelling practitioners within Canada’s Prairie Regional Adaptation Collaborative (PRAC)\, and has conducted scoping assessments and pilot applications of new climate change impact assessment tools for municipal planning\, water demand forecasting and extreme runoff management. \nRoger is an instructor for Engineers Canada’s PIEVC Protocol\, conducting workshops to engineers and climate agencies on how to apply the PIEVC Protocol\, and has taught these workshops throughout Canada\, and internationally in the United States\, Brazil\, Costa Rica\, St. Lucia and Honduras. Roger’s work in engineering assessment of critical infrastructure for impacts related to climate change has been conducted in Canada\, the U.S.A.\, the Caribbean and Central America. \nIn June of 2016\, Roger became one of the first six Professional Engineers in Canada to achieve Engineers Canada’s new Infrastructure Resiliency Professional certification. \nAbout the Luncheon\nThe luncheon is scheduled for Friday\, September 09 2016.
